			<content:encoded><![CDATA[<p>Since Obama neglected to mention cannabis at last night&#8217;s State of the Union address, High Country Caregiver takes a toke of El Presidente spliff now that it&#8217;s 420 Colorado time and addresses the State of Marijuana in Colorado.</p>
<p>At a time like this with so much uncertainty, we must join together with one common vision&#8230;.</p>
<p>When children are blamed for the nations drug problems, and the finger is pointed at the sick and weak for using cannabis, it&#8217;s time to stand up and say; YES I CAN SMOKE POT</p>
<p>When the Colombian drug cartels have better internet access in the middle of the jungle than most Americans, take a deep <a title="Marijuana Website" href="http://inhale.co" target="_blank">inhale</a>.</p>
<p>Now that I have your attention I want to say that the only way Americans will ever be safe from unjust marijuana laws is to legalize cannabis.  The madness has to end.  Out of everything that you pointed out about changes needed in our country Obama, why didn&#8217;t you mention legalizing cannabis.  So many proud, educated, able Americans have had their lives ruined by your drug laws, yet you fail to even mention it.  Every major newspaper in every major city in your country has done articles on medical marijuana, so certainly you know how we are becoming a unified nation of cannabis producers and can shut the doors on the drug problems from overseas related to cannabis with your ending the drug war.  The time is now President Obama legalize marijuana and make America a more successful prosperous nation.  We leave you tonight with a vision once had about Obama and weed that was promised and never came true.</p>

			<content:encoded><![CDATA[<p>According to the Colorado Department of Revenue medical marijuana enforcement division <a title="blunts and marijuana" href="http://www.colorado.gov/cs/Satellite/Rev-Enforcement/RE/1251575120112" target="_blank">website</a> rolling papers and blunts are to be taxed as tobacco products in the state of Colorado.   Not paying your tobacco sales tax, you could receive a 500% fine.</p>
<p>From the <a title="department of revenue" href="http://www.colorado.gov/cs/Satellite/Rev-Enforcement/RE/1251575120112" target="_blank">Department of Revenue of Marijuana </a>of the people&#8217;s republic of monitored marijuana:</p>
<p>TAXATION OF ROLLING PAPERS AND BLUNTS FOR USE BY MEDICAL MARIJUANA PATIENTS<span style="font-size: x-small;"> </span></p>
<div><span style="font-size: x-small;">In  the past few months, the department has received inquiries regarding  taxation of rolling papers and blunts for use by medical marijuana  patients. </span></div>
<div><span style="font-size: x-small;"> </span></div>
<div><span style="color: #000000; font-size: small;">·<span style="font-size: xx-small;"> </span></span><span style="font-size: x-small;">All rolling papers and blunts are subject to <strong>sales tax</strong>. </span></div>
<div><span style="color: #000000; font-size: small;">·<span style="font-size: xx-small;"> </span></span><span style="font-size: x-small;">Rolling papers consisting of paper or non-tobacco products are NOT subject to excise tax. </span></div>
<div><span style="color: #000000; font-size: small;">·<span style="font-size: xx-small;"> </span></span><span style="font-size: x-small;">Rolling papers which are <strong>tobacco-based</strong> (such as “Brown Sugar”) as well as blunt wraps ARE subject to <strong>excise tax</strong>. </span></div>

<div><strong><span style="font-size: x-small;">Excise tax</span></strong><span style="font-size: x-small;"> is due when tobacco products are brought into Colorado. Your business  must pay the tobacco excise tax for untaxed product purchased from  companies without a Colorado tobacco license.  Possession of untaxed  tobacco products could result in a penalty of 500% of the tax.  If your  establishment has questions regarding excise taxes and tobacco products,  please call the <strong>Tobacco Excise Tax Section</strong> at (303) 205-8211, ext. 6848 or 6863 for assistance.</span></div>

		<description><![CDATA[Colorado Department of Revenue Matt Cook unveils a few days ahead of schedule the final drafts of Colorado Medical Marijuana regulations 2010.]]></description>
			<content:encoded><![CDATA[<p>Nearing the end of the year and never leaving the weed alone, the Colorado Department of Revenue&#8217;s Medical Marijuana King-Pin Matt Cook revealed the more detailed draft regulations for medical marijuana today.  The regulations go on to describe what methods can be used to prevent powdery mildew and mold if they are found in a marijuana grow room.  Powdery mildew is one of the big ghosts in medical marijuana, but to clear the air on the dreaded white puffy fungus, it&#8217;s found on everything we eat and smoke and is completely harmless to humans.  Powdery mildew can reduce crop yields, and ruin appearance of your finished medical marijuana, but again poses no health risks to humans so it is interesting that the marijuana laws in Colorado mention powdery mildew.  Plant Police coming!?  The regulations state that inspectors can take samples anywhere in a marijuana grow location and if molds, fungus, or mildew is found the crop can be seized and destroyed.</p>
<p>Considering transporting your medical marijuana from grow &#8211; center?  Now, in all instances&#8230;..  You must write a manifest that will contain information such as where the weed is from and where it&#8217;s going, who is driving it and in what car, and the route that the weed will travel.  All of this will be submitted and must be approved by the MMED.  Marijuana can be transported across cities, towns, and counties regardless if a a community has a ban on medical marijuana but the route of the weed should be the most direct.</p>
<p>What does the Colorado Department of Revenue define <em>flowering marijuana</em> as: &#8220;Flowering is the gametophytic or reproductive state of cannabisin which the plant is in a designated flowering space that is a limited access area monitored by one or more surveillance cameras withing an optional premises cultivation facility with a light cycle intended to produce flower, trichromes and cannabinoids characteristic of medical marijuana.&#8221;  The document below goes on to describe the final changes to the medical marijuana rules in Colorado including waste, sanitation, packaging, and so much more dope ass marijuana regulation.  Thanks you psycho pot heads at the DOR.<br />

			<content:encoded><![CDATA[<p>Check out the effects of smoking marijuana in this <a title="Time Magazine Marijuana" href="http://www.time.com/time/covers/1101021104/potbody/" target="_blank">handy chart</a> via Time Magazine.  If you use marijuana on a fairly constant basis it&#8217;s probably time to consider some alternative ingestion methods such as vaporizing or eating your cannabis.  Smoking marijuana may have more negative effects than smoking tobacco and is more likely to irritate the upper respiratory system and sinuses than tobacco.  Many people smoke marijuana because they think that it helps them to relax, but in reality the heart rate and increased blood pressure due to smoked marijuana make it equivalent to a high stress / high anxiety situation which is exactly the opposite effect desired by most marijuana consumers.</p>
<p>Medical marijuana is legal in <a title="marijuana state map" href="http://www.time.com/time/covers/1101021104/map/" target="_blank">15 states</a> now in the US, and does have many <a title="marijuana benefits chart" href="http://www.time.com/time/covers/1101021104/potbody/" target="_blank">benefits </a>like reducing pain and spasms in MS and epilepsy patients.  Marijuana is also very beneficial in stimulating appetite in AIDS patients and also combats chemotherapy nausea.  If you don&#8217;t already know someone who benefits from using marijuana you soon will as marijuana becomes more available and socially acceptable as medicine in the US.  Many learn to use marijuana long before they have a very serious debilitating medical condition because of it&#8217;s effects in reducing pain.  Everyone experiences pain at one time or another, and marijuana has always been available to help those in pain feel better.  Marijuana is in the news constantly in every major news publication around the US, but Time Magazine&#8217;s question &#8220;<a title="Time Magazine Marijuana article" href="http://www.time.com/time/covers/1101021104/#" target="_blank">is America going to pot?</a>&#8220;  is hard to answer based on medical marijuana usage alone because medical marijuana is only a very small percentage of all marijuana available in the US today.</p>
<p>Anyone who needs marijuana can get it, and there really aren&#8217;t too many people getting busted for marijuana on any level anymore, so does it still matter if it&#8217;s legal or illegal.  Is America perhaps going to take the middle road and do nothing. 			<content:encoded><![CDATA[<p>Mesa County Colorado with the city of Grand Junction, on the western slopes of the Rocky Mountains, and just up slope from the great deserts is an agricultural paradise.  The western slope of Colorado is so fertile that in Fruita there are grape fields and wineries.  Grand Junction (population 43,000) is the biggest city between Denver and Las Vegas and hosts a large medical marijuana patient population.  With such fertile land and being very far from big city dealers, it&#8217;s no wonder that Grand Junction is a self-sustaining cannabis community, but that is about to change with marijuana centers being <a title="marijuana mesa county" href="http://www.gjfreepress.com/article/20101029/COMMUNITY_NEWS/101029885/1005&amp;parentprofile=1059" target="_blank">banned</a> in Mesa County.</p>
<p>Through out time man has always come and gone, and wars are fought and won around fertile centers like Mesa County.  There really is no better time and place for a medical marijuana show down to begin than right now in Mesa County.  Around 30 medical marijuana centers <a title="marijuana map" href="http://420map.co" target="_blank">see map</a> currently operate in Mesa County, Colorado, but at the first of next year 2011 they are all required to shut down because of a BOCC decision.  Why not just regulate it?  According to Steve Acquafesca, of the cast of pot clowns in Mesa County:</p>
<p><em>STEVE ACQUAFRESCA</em>:</p>
<p>&#8220;What was the impetus of the BOCC for putting the medical marijuana center vote before the people? Why not just regulate it?&#8221;</p>
<p>&#8220;The  impetus was public demand for a vote to prohibit the proliferating  dispensaries. Demand for a vote was particularly strong coming from  parents, school teachers, law enforcement and other public and private  professionals within our community.</p>
<p>To “just regulate it” would  be accompanied by significant new public expenditures — even with  taxes/fees levied on the dispensaries, and more unwanted government  bureaucracy. Also, the public demand for a vote to prohibit would not  have been addressed.&#8221;</p>
<p>So there you have it, the public doesn&#8217;t want dispensaries according to the BOCC.  What does this mean for patients in Grand Junction?  They will have to seek out independent caregivers to supply their medicine which is exactly what the state constitution allows for.   According to outspoken citizen Cathie Jorgenson who is pushing for the passage of Ref 1A. “It&#8217;s not like there is going to be less pot in this town, it&#8217;ll just be in different hands.”  Onward caregivers, time to get back to work.<br />

			<content:encoded><![CDATA[<p>High Country Caregiver sought out the real deal on <a title="Chris Bartkowicz" href="http://en.wikipedia.org/wiki/Chris_Bartkowicz" target="_blank">Chris Bartkowicz</a>, how he became involved with marijuana, why he got busted by the DEA, who his attorney was and why he&#8217;s in Jail.  His friend Lannette Flahaut Johnson came forward to share some news about Chris B, all star ganja warrior who is in our prayers:</p>
<p><strong><em>Johnson</em></strong>:  &#8220;Chris was once an illegal grower and dealer, and has prior convictions.   Because of the &#8220;three strikes, you&#8217;re out&#8221; law, with the DEA raid in  February, he was facing up to 60 years in federal prison.</p>
<p>His  attorney is Joseph Saint-Veltri, who has had many years of federal  defense experience.  Joe was appointed to Chris by the court.</p>
<p>Since  Chris is a federal inmate and not currently sentenced to a federal  facility, he is limited on visitors.  He&#8217;s being held in Golden at the  JeffCo Jail.  He is allowed ONE visitor per week right now, which  stymies me.  With only one visitor per week, that means he&#8217;s listed as  either a medium- or high-security inmate, which makes no sense.</p>

<p>Chris  is a nonviolent offender.  He has never owned any guns (can&#8217;t stand  them, in fact), and was in no way a threat to the DEA agents who raided  him in February.  He cooperated fully with Sweetin&#8217;s henchmen, despite  the fact that he was raided *without* a search warrant.</p>
<p>Chris has  given away untold amounts of hash, bud, edibles, etc., to indigent  patients.  He has personally helped several local dispensary owners open  their businesses, just to learn that his &#8220;friends&#8221; would immediately  abandon him the moment the DEA stepped in.</p>
<p>He openly admits that  inviting the local press into his $437,000 Highlands Ranch home was a  mistake.  He sounds like a fool and a braggart in the 9News interview.   To say that all of this has humbled him would be an understatement.</p>
<p>Chris  didn&#8217;t have to plead guilty; it was a choice.  I haven&#8217;t spoken to  Chris since the night before his plea hearing, but he told me then that  he just didn&#8217;t want to risk a &#8220;pine box sentence&#8221; in a jury trial.   Early on, he had been offered a two-year &#8220;snitch&#8221; deal, which he refused  on principle.  The five-year deal required that he plead guilty to  three charges &#8211; Chirs Bartkowicz <a title="dea and chris bartkowicz" href="http://vvoice.vo.llnwd.net/e6/5531285.0.pdf" target="_blank">Plea Agreement</a>.</p>
<p>The Chris Bartkowicz I know is a kind, compassionate, and  generous caregiver.  He is very knowledgeable about cannabis  cultivation, and the preparation of medibles.  He is a very intelligent  and well-spoken man who has a lively sense of humor.  In short, he&#8217;s  just a &#8220;regular&#8221; guy who was busted for growing a plant that has helped  relieve the pain and suffering of millions over the centuries.</p>
<p>His  arrest and imprisonment are unjust, and he will forever be known as a  scapegoat for the federal government&#8217;s failed &#8220;War on Drugs.&#8221;</p>

			<content:encoded><![CDATA[<p>More Colorado marijuana movies hosted by the Department of Revenue.  Medical marijuana bankers from Colorado Springs make an appearance at the Colorado Department of Revenue to say that they will take medical marijuana dollars at banks in Colorado Springs.  They are happy to serve this industry.  Matt Cook congratulates everyone on their efforts for moving through 80 of 92 pages of CO HB 10 &#8211; 1284.  The digital tracking systems of medical marijuana are being put on hold because hundreds of companies are asking the Department of Revenue to use their Point of Sale medical marijuana system.  The state is still trying to determine what will be required of the tracking system before they decide what tracking systems will be used.  It seems that the state is looking for an internal tracking system that is basic and secure rather than all kinds of fancy tracking.  The state wants the basic information but will not dictate to individual dispensaries every piece of information that needs to be tracked.  Marijuana is referred to as &#8216;inventory&#8217; once it is usable product, which is after drying, processing, curing.  It is then weighed when medical marijuana 6 plant, 2 ounce limits come into effect as described in Amendment 20.<br />

<p>Will the drug dogs bite when the master commands?  Matt Cook scolds the CBI and CSP for not showing up to the meeting and said that it&#8217;s critical that all members including law enforcement show up to the meetings to talk about pot.  I guess there&#8217;s nothing like people not showing up to your pot party Matt Cook.  Department of Revenue aims to control manufacture, cultivation, and distribution.  <a title="medical marijuana movie II" href="http://www.youtube.com/watch?v=QW592wnbXUU" target="_blank">Part II</a> of the Video describes what the challenge of making the same rules for growing, selling, and germinating medical marijuana are and how the different license types require different sets of rules.  Jah Bless the rule makers, they are going to need some high grade after making it through their rule making.  Marijuana plants mature in 4 &#8211; 5 months, it takes twice as long as that 2 read through the rules, so it&#8217;s safe to say at this point that lawmakers are in the weeds. 			<content:encoded><![CDATA[<p>Over the past week a <a title="marijuana survey" href="http://marijuana.wufoo.com/forms/marijuana-purchase-survey/" target="_blank">survey</a> was implemented by High Country Caregiver to determine if patients would still go to dispensaries (centers) if they knew that their purchases were being tracked.  The Colorado Department of Public Health and the Department of Revenue, medical marijuana department, have shown much interest in tracking individual patients purchases via an elaborate tracking system including video cameras.  Would you still purchase medical marijuana from a medical marijuana center in Colorado knowing that your purchases were being tracked?</p>
<p>74% of Respondents to the survey (n = 15) said that they would no longer go to dispensaries (centers) knowing that their purchases were being tracked.  Only 20% indicated that they would still visit dispensaries if their purchases were tracked.  6% were not sure.  <a title="survey results" href="http://marijuana.wufoo.com/reports/purchase-tracking/" target="_blank">SEE FULL REPORT</a><br />
Medical marijuana patients in Colorado who follow the media know that some kind of patient purchase tracking will be implemented in the near future.  High Country Asked what forms of tracking such as picture ID&#8217;s, video camera&#8217;s, or thumb print scanners are acceptable forms of tracking, and 60% said picture ID&#8217;s are acceptable, and 33% said no form of tracking is acceptable.  No respondents to the survey said that video cameras or thumb print scanners are acceptable forms of tracking at a dispensary.</p>
<p>The Purchase Tracking Survey also included questions about the cost of marijuana in Colorado and prices are still all over the board.  When asked how much do you pay for 1 gram of marijuana in Colorado responses ranged from $10 &#8211; $40 per gram.  Respondents said that the cost of 1 ounce of marijuana is between $180 &#8211; and $325.  Though prices very, the overall cost of cannabis in Colorado continues to drop as it becomes more easily available.  Get your card and start growing today to keep the price of pot down for everyone.</p>
<p>Lastly we asked an open ended question, &#8220;Tell us about the importance of pricacy in purchasing your medical marijuana?&#8221;  Three of the responses were:</p>

The charts below illustrate poplar searches related to marijuana over the past 90 days using Google.  In order for the trends to register in Google and be used as data, the sample size must be great, in other words thousands of people are searching daily on Google for topics related to medical marijuana.  Google informs us that everyone is searching for: &#8216;how much does marijuana cost?&#8217;, and &#8216;where can I buy marijuana seeds?&#8217;.  The trend is moving from legalities and &#8216;can I grow marijuana&#8217; to &#8216;how much does it cost&#8217; and &#8216;where can I buy seeds to grow marijuana.&#8217;<br />

<p>As medical marijuana becomes legal in States like Arizona, Maine, and Michigan the search popularity goes up 50% &#8211; 100%.  Everyone wants to know &#8220;can I do it legally?&#8221;, or &#8220;where do I get my marijuana prescriptions?&#8221;, seeds are the winner though.  Everyone knows they can grow there own and there is nothing like the liberty of being able to legally grow your own marijuana FINALLY.  The internet is here at the right time to stop the madness and free the weed for all.  Just look at the Insight charts above.
